The - are a rogue organization composed of rogue chinese ex-military, and wealthy members of the chinese society . Their objectives are to coup and replace the chinese goverment, expell the western powers and rebuild the ancient chinese traditions (centered around the old religions, and the pre-Chiang Kaishek Kuomintang beliefs*) with the final aim of restoring chinese hegemony over Asia. They believe that the chinese goverment's greed and corruption is allowing the western influence to destroy the chinese traditional culture, degrading the life condition's of the average citizen and desecrating the ancient temples.

This xxxxxx became active (or at least noticed to be active) during the 70s, funding small operations, extortions and assasinations on corrupt provincial governors (wich were dismised as operations of the chinese military). It came under notice of both the foundation and the Global Occult Coalition during the 80's, where they initiated a series of recovering operations on the suspected whereabouts of (expunged), said actions violated the conditions of the xxxxxx treaty of 19xx, wich yields all authority of paranormal investigations from all the governments involved to the GOC, upon contact the chinese goverment claimed to have no knowledge of such events, investigations led to the discovery of a society composed of powerful yet unknown citizens and politicians tied to the military, involved in xxxxxx (expunged) and the xxxxxx accidents of 195- and 196-. Inmediately the GOC and the chinese intelligence set out to hunt the instigators, and try and find the men involved in the army.

During xx/xx/198x, several members of the army, including generals xxxxxx xxxx xxxx and other low ranking officials sent an official message to the media declaring their intentions to "purge" the nation of corruption, greed and the western manipulation, deserting the ranks of the chinese military (see document xx). Thought the message was properly stopped from reaching public eyes, the men dissapeared and couldn't be found not even by the combined efforts of the GOC and the chinese intelligence. Months later, during xx/xx/198-, wich came to be known as the xxxxxx incident's, several armed groups raided research xxxxxx and site xxxx wich contained SCP-xxx, the (redacted) of the GOC, the xxxxxx base of xxxx and several HQ of mayor companies (Refer to after-accident report xxxxxx ). As a response the chinese intelligence reactivated the xxxxxx, dedicated to the pursuing of "magic(insert ancient chinese words here)", now known as the xxxxxxxx sub-ministry, (for history of the group, see document xx)

Being a rogue military group, they are opposed to the actual Chinese (puppet?) goverment, (and their own paranormal branch of the army, backed up by the GOC)
On the other hand, there's the Chinese goverment, wich is in the middle of negotiations with the OTAN and the UN to stablish a program wich would fully instructurate China into the allied block, both military and economially (that means dismissing the communist system completely) wich usually ends bad (for the citizens) given China's tendence to corruption. And let's not forget about the military's own agenda.

Site and Personnel Requirements: [ There's no real need to put it before the containment procedures, since the requisites and requirements are also part of the procedures themselves] Under special order of O5-13 [ I remember you blocked the number before, it's not really necessary but if you feel like it, you can censor the number, kinda changes the mood], the following addendum is attached to the beginning of the file for SCPXXXX [ see above]. As per Document-2325- STAHR, Experimentation requests require O-5 approval [ Beware! there must be a good reason for an SCP to be directly under O5 supervision], are on a voluntary basis only [ This sentence doesn't quite make sense, what is exactly on a voluntary basis?]. SCP-XXXX may only be stored on Storage Site 23 and monitored at Site 33 [ There's no real need to oversee the SCP from other site, a guard from storage site might just to the same]. The head researcher position requires at least a 6 month commitment with the possibility for only one extension. Consideration requires at least a Level 4 clearance and routine psychological evaluation with a polygraph examination for consideration [ To be able to point out special requirements for directing a project you need to also point out why they are different from the normal head researcher positions in the foundation (And what's different about the head researcher and the normal ones].

This safe shall be stored in a 3m X 5m X 5m room which shall be furnished with a single table, two chairs, one box of large gloves and one “Old Salty” [ Unless the SCP requires this specific set, there's no read need for brands] or similar brand pipe cleaning set to be replaced when needed. Any personnel handling SCP-XXXX that are not actively experimenting with it need to use the provided gloves to avoid direct contact with SCP-XXX in order to avoid the effects of SCP-XXXX. The room to house SCP-XXXX shall be monitored by two security cameras inside the room, unless testing procedures are being conducted, in which case two armed class tree personnel will wait outside the room until experimentation is completed.

[ Cool. But from what language?] The pipe is for all other appearances a normal pipe with an intricate design. However, when a being capable of thinking [ Replace with sentient thought] makes physical base surface to surface contact with SCP-XXXX, it takes in all mental information of those who make surface to surface contact with it [ You are repeating information] through unknown means of quantum manipulation. [ How did the researchers came to the conclusion that the mechanism was quantum based?] This cannot be stressed enough in the handling of SCP-XXXX— all memories, knowledge, and experiences, without regard to the context or manner are stored directly inside SCP-XXXX. This information is stored inside the pipe and is inaccessible with the exception of of Procedure 513 Veritas, which is the act of smoking tobacco through SCP-XXXX as one would through tobacco pipe. [ I like this, but there's no real need to call the act of smoking a magical pipe a procedure, one thing is using an SCP and other thing is attemping to stop an event (like 231's Montauk) or jump-starting something.]

Once the experimenter [ Researcher? Subject?] has begun Procedure 513 Veritas, the experimenter will immediately have access to all past data stored in the pipe from a first person perspective, as the event happened, and any information, wisdom, experience or knowledge [ Does the knowledge simply gets downloaded into the subject or they can access it by thinking about it?]. Once Procedure 513 Veritas has begun, the experimenter preforming the Procedure must take extreme caution in what they think of. Any subject that is thought of, SCP-XXXX will immediately memeticly project the most relevant data or any data that is linked to the thought. [ This is too informal, and somewhat irrelevant to the process. It could work as a note or an addendum explaining it, also, holograms?] The memetic projection's quality in the experimenter's is directly related to the quality of cleanliness and handling of SCP-XXXX, the poorer the cleanliness or handling, the more likely that the memetic projections will become distorted or fractured, as confirmed to the dismay of those who have preformed Procedure 513 Veritas and is why cleaning procedures and careful storage are essential. [ Conceptual mistake here: It's not memetic, it's just a projection, it would be memetic if everyone present would have access to that knowlgde in the same (or similar) way as the subject, and it would be fast spreading, but as it is it's just a way to show information via…holograms?]

The memetic projections length are equal to the time Procedure 513 Veritas is preformed to a factor of two. To insure the safety of the experimenter preforming Procedure 513 Veritas guards will be present during the Procedure and the Procedure shall be monitored by closed circuit camera on site and off site at Site 33 by no fewer than three cleared psychologist [ Why is this needed? Why would guards be needed there if the SCP is already in a secured storage site?, unless the SCP does something dangerous the guards are not needed. I don't have the slightest clue about why there would be psychologists under any scenario, perhaps you could expand on that]. Preforming Procedure 513 Veritas has long term side-effects similar to smoking a tobacco pipe, and the effect of aging the body at a rate much more dramatic than would be with smoking a tobacco pipe [ Information like this should be written from highest priority (In this case the aging effect) to the lowest (no difference with normal tobacco)]. The effect is strikingly similar to that of former US presidents after taking office. To date ████ have used SCP XXXX and ███ have been Foundation officials who preformed Procedure 513 Veritas [ You could really expand on this.]

Diagnosis

You have a baseline: A pipe of total knowledge, a cool phrase and some effects. But it seems too…beneficial.

Why don't you put emphasis in the "At all costs" part of the SCP? Maybe some bad side effects, or something happens to the either the victim or the smoker. There's potential here.
I take this as incomplete (so chances are it may not fly if you post it in the wiki as it is now). Yet I would give the idea a B/B- and highly recommend to expand upon effects and history of the pipe

Thought it's not really necessary to make it more evil, I honestly cannot think how it would be without it (not saying it couldn't be without, just that I may be harder to make it fly)

Special Containment Procedures: SCP-XXXX is to be kept in a 16ft x 10ft room [ You need to use metric!.] with simple furnishings to provide a 'comfortable' environment. The room is to be sealed with a locked door and is to remain closed unless the space has been sufficiently cooled to ensure that SCP-XXXX has entered a hibernation stage to reduce risk of escape as SCP-XXXX may be harmed if loose. [ Should we care if the anomaly if harmed? Shouldn't be care that it stops harming others?.]

SCP-XXXX is to be fed daily and as such requires one (1) Class D subject to be taken out of the daily cycle, individuals who are chosen for the position of feeding duty are to be granted a single day for recovery purposes. [ Isn't it better is we use D-class that are one day from termination, so they act at their max efficiency?.]

Description: SCP-XXXX is a small crustaceous [ Crustacean.] organism, roughly one (1) ft long and six (6) inches at it's widest. The creature has several [ How many? and aproximate number and or function? Expand..] tentacle-like [ I think there's a scientific term for this.] limbs with a range of functions beyond mobility [ Better phrasing would be: wich are used for several purposes such as moving and X. This is because you are assuming the reader knows that the limbs are used for movement.]. For instance the two (2) yellow segmented limbs each contain a different sensory organ[ s, remove the a.] [ You should also expand on this.] as well as dual acid producing implements [ You need to learn biology speech for this: whatever produces things like acids, hormones, and stuff is labeled a gland: correct phrasing would be: …as well as an acid (specify kind of) producing glands located in each tentacle.] while the two (2) stubby spines upon it's upper most carapace [ Carapace is what covers the body, not the body itself, I don't know much about worm biology, but you should check if there's a worm synonym word for thorax.] contain a dense nerve cluster, the purposes of which are unknown at the time of writing but are theorized to function as auxiliary brains [ doesn't seem biologically plausible: auxiliary heads? a head costs a lot to maintain, perhaps they could have an active function.] . At the end of the creatures body is a proboscis-like cannula which functions as a form of mouth [ . It] that houses a modified salivary gland and a hollow denticle. The entity feeds almost entirely upon the cerebrospinal [ Not a real word.] fluid of sleeping humans however it has been observed to drink other liquids such as water, coffee, and orange juice. The carapace of SCP-XXXX is covered in hundreds of sharp barbs and protects the organism from almost any blunt force [ Impossible: Extra barbs won't suppress any form of kinetic energy, nor they act as a way of softening an impact, you should correct this, but I honestly don't know any insects that haves both a carapace and any way of softening impacts besides said caparacce.] impact but pinpoint blows will easily shatter the outermost exoskeletal plating.

SCP-XXXX will wait until the subject enters REM sleep upon which it will slowly open the oral cavity of the individual and proceed to penetrate the back of the throat with it's modified proboscis. The organism will then inject a unique analgesic to dull the nervous system while also ensuring that it's prey does not awaken [ You are repeating the same function, it basically injects and anesthetic.]. After the target has been sufficiently numbed the creature will proceed to tap into the spinal cord [ How!? You could really expand on this.] and begin feeding for approximately one (1) hour after which it will seal the puncture wound with a form of modified saliva that will ameliorate the natural repair processes. [ Nice detail, but you should say why an insect would waste energy in helping.]

Upon waking the D Class will complain of migraines and a "funny taste" the subject is to be administered Class-A Amnesiacs [ Why?.] and cycled back into active duty before a new specimen is to be introduced into the room [ human specimen? sentence doesn't make sense.]. Several of the bodily fluids employed by SCP-XXXX are not found elsewhere and are deemed valuable for the purpose of testing possible applications, the modified saliva in particular is valuable for medical research [ Maybe, maybe not: we have anesthetics, after all.] while the organism's expelled waste has shown an ability to bolster memetic defenses. [ Wut, that's completely unnecessary, why on earth would be memetics related.]

Diagnosis
It's a cool insect, reminds me of gears's SCPs (recommend reading), thought not extremely interesting. The main problem is the lack of accurate biology words term, and the some weird words that seem made up, which really show that you did not do the research.
It needs a lot of corrections before it can fly, I would give the idea a C+ or a B- as it is.
To add something else: you could describe how it taps into the spine, and maybe more or worse consequences for the victim, beyond that, once it's corrected I expect it to be pretty solid.
