Special Containment Procedures: SCP-#number is kept in a double-locked stationary cabinet in site-23’s stationary storage room. 2 closed-circuit cameras monitor the cabinet and are replaced if they within 12 hours of failure.
Following incident #number-A SCP-#number has been relocated to a double-locked stationary cabinet in a 2m x 2m holding cell under surveillance by 2 closed-circuit cameras that are to be replaced within 1 hour of failure. In case of coinciding failure of both a guard detail is to be dispatched immediately with general suppression gear. Holding cell is locked electronically and can only be unlocked by security level 4 or higher personnel due to research being indefinitely suspended.

Description: SCP-#number is comprised of 4 boxes; each measuring 330x100x105 mm. Each box has usual markings for safe storage (recommending dry and temperate conditions) along with a thus far unrecognized insignia that shares elements with the national emblem of [REDACTED]. Additionally, the fourth box has remnants of a signed seal, signature illegible. Inside 3 of the boxes is a thousand copies of 3 different booklets, each type collectively designated SCP-#number-1 through 3. The contents of the fourth box (designated SCP-#number-4) are identical except that there are only 200 copies of its type of booklet. Each booklet is 105 mm tall, 50 mm wide and is composed of 7 leafs (14 pages, including front and back). The booklets are made of ordinary card stock and ink used is industry standard in the 19XXs.

While the booklets are ordinary their content is highly anomalous. Each booklet is an instructional manual describing how to accomplish otherwise impossible feats. The contents of each are as follows:

SCP-#number-1:
Titled “Justice within your Grasp!” in gilded font on a red cover. Booklet details how to “phase”, effectively passing the body through solid matter. Booklet is directed at law enforcement officers and the last 4 pages provide numerous examples on how to most effectively use this skill in carrying out police work.

SCP-#number-2:
Titled “Like the Eagle: Freedom through Flight” in gilded font on a blue cover. Booklet explains how to nullify or reverse gravity’s effect on a person in order to levitate while stationary, hover and finally fly. Booklet is seemingly aimed at armed forces as well as emergency response personnel. Procedure for transport of wounded while flying explained, both for single and multiple responders.

SCP-#number-3:
Titled “Moving Mountains with the Mind” in gilded font on a green cover. Booklet instructs a person how to harness and amplify seemingly innate telekinetic powers. Back cover is replaced with a perforated card with a set of fields to be filled in similar to a driver’s license with an extra field for thumbprint and [REDACTED]. Information regarding where to file said card directs the reader to a local [REDACTED].

SCP-#number-4:
Booklet written entirely in a currently unknown language, although Foundation linguists point out similarities to [REDACTED]. Booklet contains 6 illustrations which feature many familiar items such as mirrors, daggers, candles, geometric shapes (often nested), SCP-███, [REDACTED] and [REDACTED].

Subjects which study the material invariably acquire the skills described but with varying speed, ease and mastery. Each booklet has a section of standards for what is considered proficiency and mastery on the first pages. Attempts to pass the skill on to a secondary subject have proven impossible due to what primary subjects describe as “words failing them”, whether this effect is due to sheer complexity of technique or memetic effects is unknown at this point. Attempts to memorize complete wording of a booklet or partial wording in order to pass it on as a group have failed due to the same effect. Once a skill is acquired subjects are so far invariably injured (often fatally) through apparent misapplication of the skill acquired. Acquiring more than one skill has thus far resulted in near immediate and fatal injuries which reflect the skills acquired; this is theorized to be due to complexities involved in coordination of two or more of the skills. In all cases a subject loses the ability to perform the previously mastered skill following the injury and when questioned claims to simply “have lost it”. Relearning the skill is possible and learning subsequent to the first is greatly accelerated.

Note: At 194 seconds elapsed subject shouts as he flies off track. Velocity recorded increasing to

NOTE: Subject strains with drum exercise for approx. 20 seconds and then declares failure. In an ensuing argument with Dr. D████ subject lashes out causing the drum to fly towards Dr. D████ at approx. 20 m/s. Once drum impacts Dr. D████ it bursts open scolding subject and Dr. D████ with steam. Dr. D████ dies from severe blunt trauma to the head. Use of volatiles in subsequent tests strongly discouraged.

Subject #1: D-Class personnel
Age: 25 Gender:M Education: Some college (art history)

After reading subject becomes highly agitated, rambling and fidgeting. Subject kills doctors A████ and T████ and proceeds to [REDACTED] leading to a [REDACTED] event. For a full report of the event and resulting death toll see document #number-alpha.

Incident #number-A
D-3241 (F██████, ████) is seen going into the stationary storage room of site 23 at 11:34. Further surveillance footage reveals that F██████ had locked the door behind himself. Both cameras are disabled at 11:56 by F██████. 2 of the 3 security guards on duty in the sector were having lunch at the time so the third decided to wait until their return before replacing the cameras. At 12:47 F██████ exits stationary storage room visibly disturbed and mumbling. At 12:49 F██████ enters cafeteria and immediately murders 2 D-class personnel and proceeds to [REDACTED]. At 12:51 a security detail (designated S1, S2 and S3) arrive in aggressive response gear. S1 fires upon F██████ with standard issue H&K mp5. Bullets stop in midair and drop to the ground. F██████ is seen gesturing towards S1 and his firearm flies from his hands towards F██████. When the firearm reaches approx. 1 meter distance away from F██████ it undergoes significant acceleration and is impaled in F██████’s head 253 mm deep.
In interviews following the incident D-class personnel who knew F██████ testified to classic markers of paranoid schizophrenia. This is thought to be the soul motivation for F██████‘s behavior but further similar incidents may overturn these findings. Special containment procedures are put under review.
